Where on a construction site is there the possibility for polluting?

Practically, every location on a site is a possible source of pollution. Once construction starts all of the exposed dirt is a possible polluter. Dirt alone can cause problems when it begins to accumulate in waterways, let alone dirt that has chemicals from construction materials.

Any chemicals that get rinsed down the storm drain like: paint, stucco, cement, vehicle fluids, etc...

Portable bathrooms (porta potties) are chemical toilets that can leak raw sewege and dangerous chemicals.
Litter from the site eventually finds its way from where it was dropped to the storm drains.
